Safety and security declaration requirements

Entry Summary Declarations

From 31 January 2025, you must submit an Entry Summary Declarations (ENS) if importing goods from the EU to GB.

Carriers or hauliers who are moving goods across the GB border are legally responsible for submitting Safety and Security declarations, although they can agree for a third party to submit declarations on their behalf.

We encourage all businesses involved in EU-GB imports to familiarise themselves with these new requirements.

Please talk to your supply chains now to agree who is responsible for completing ENS  for EU to GB imports, and what information will be needed, from 31 January 2025.

How to submit Entry Summary Declarations

Entry Summary Declarations are submitted into an IT system called S&S GB.

There are different options for submitting Entry Summary Declarations, such as buying specialist software or using customs agents/intermediaries.

If you are submitting safety and security declarations for the first time, you will also need to register and enrol to use the S&S GB service.

Declarations must be submitted accurately and on time.

Border Force have developed tools to monitor compliance and will make you aware of your obligations as the carrier if you are not compliant. If you fail to act to address non-compliance there are consequences, such as a warning letter and civil penalty.
